842 MINUTES OF THE MEETING OF THE STATE BOARD OF AGRICULTURE December 18, 1929 THE MEETING -WAS CALLED TO ORDER AT 10 O'CLOCK Present: Messrs* McCoil, McPherson, Brody, Gov/dy, Superintendent Pearce, Mrs. Stockman, President Shaw and Secretary Halladay* Absent: Mr* Watkins The minutes of the previous meeting were approved having been in the hands of the Board members. Appointments APPOINTMENTS 1. Mr. P» H. Pearson as graduate assistant for the remainder of the year in the Department of Sociology to fill appointment authorized some time ago. Salary §300• 2. Second secretary for the Department of Home Economics, salary §1200 per year, starting January 1, 1930. 3. Mr. J. H, Haines, Buildings and Grounds Engineer at a salary of £5,000 annually and to take effect December IS, 1929. 4. Dr. F. W. Thrun, temporary assistant in the Department of Economics beginning November 18th, for three months, at a.salary of $275.00 per month. Temporary appointment, made necessary by resignation of Mr* Newton* 5. Miss Allene Grimes, stenographic secretary in the Department of Education, effective December 1, 1829, salary $110 per month. 6. C M. McCrary, Superintendent of the Kellogg Demonstration and Experimental Farm, effective January 1st, at a salary of 33600 per year from the Kellogg Trust fund. 7. Mr. S. H. Latourette, County Club Agent of Genesee County, at §53600 per year effective January 1, 1950, $1800 to be paid from Extension funds- Genesee County has been employing Mr. Latourette for two years at this salary, paying the whole expense.• ] 8. Mr. James M. Gorsline, County Agricultural Agent, of Arenac County, effective January 1st, i salary §2400 per year. Mr. Gorsline to be paid from Federal Supplementary funds. : 9. Mrs. Esther Peterson, stenographer in Farm Crops at a salary of $1520 per year effective I January 1, 1950, one half college funds and one half experiment station funds. [On motion of Mr. McColl, it was voted to refer the above Item to the Advisory Committee with power. Loan from in- terest of M.S. § G#fund to be U set up. H 3. Establishment of a fund from the accrued interest on the M.S.C. fund, for the loaning of money to students who are unable to meet payment of fees on the first day of registration. Loans would be mad.e on a one to ninety day basis subject to the approval of the Secretary of the College. On motion of Mr. McPherson, it was voted to set up an amount of $1000, accrued Interest on the IvI.S.C. fund, to establish a fund for the loaning of money to students who are unable to meet payment of fees on the first day of.registration. 4. Apportionment of an amount not to exceed §2,000 for necessary equipment and repairs to the recently assigned senior practice house. On motion of Mrs. Stockman, it was voted to appropriate an amotmt of §2,000 from the reserve for necessary equipment and repairs to the recently assigned senior practice house. 5. Request from Secretary Halladay that an amount of $100 be appropriated for the Swarts Creek Band, to buy music, etc. On motion of Mr. Brody, it was voted to appropriate $100 from the reserve fund for the Swartz Creek Band, 6. The Secretary reported that the Experimental Dairy Barn was ready for srrecking. On motion of Mr. Brody, it was voted that the matter of the wrecking of the Experimental Dairy Barn be left with the Secretary with power to act. • 7.'.'. -Resolutions "to be drawn up and submitted to Mr* Gowdy. On motion of Mrs. Stockman, it was voted that a committee be appointed "uj the President to pre- pare suitable resolutions to be submitted to the retiring member of the Board, Mr. H.W. Gowdy• 8. Commissioner Olander appeared before the Board and presented the question ox leasing a tract of land across from the State Police Post for an aviation field for use of the State Police. On motion of Mr. McPherson, it *ras voted that the above item be referred to a special committee appointed by the President to report back to the Board, and that the President and Secretary be ex-officio members of the committee. REPORTS 1. Report of Advisory Committee composed of Mr. Watkins, Pres. Shav* and Secretary Halladay on matter pertaining to Hew Military Uniforms. Colonel Davis appeared before the Board with a young man wearing the proposed new military uniform. On motion of Mr. Brody, it was voted that the matter in regard to new Military loniforms be left with the President for further investigation for report to .the Board at the next meeting. £. Report of the same committee on status and requests of Sergeant Foley. On motion of Mr•: Brody, it ?/as voted to leave the matter relative to the status and requests of Sergeant Foley to the President and Secretary with power to act. \5".-. Report of Advisory Committee on extension project in abortion disease^ and provision of §4000 annually for salary of extension veterinarian. Action deferred. 4. Report of Committee composed of Dean Ryder, Professor Richards and Mr* Halladay on agreement relative to the Music Department. Action deferred. 5. Report of Building Committee on farm appropriations for this biennrurn which were passed but have not been apportioned to the different departments. Action deferred. 6. Report of Committee on Corn Borer Program. On motion of Mr. Brody, it was voted to continue the lease at the Corn Borer Station at a rental of ^>10.00 per month less than paid heretofore- The owner-will-make'.all improvements. 7. Report of Advisory Committee on Kellogg Bird Sanctuary. On motion of Mr. Gowdy, it was voted that the report in regard to. the finances of the Kellogg Farm, as submitted by Mr. Wilkins be adopted and placed on file. 8. Report of Mr• Brody and Mr.' McPherson and Mr. Pearce on request of Okemos School x^elative to financial support desired in lieu of revenue lost because of College purchase of certain farm lands. No report. 9. Report of the Committee appointed to consider relations between- the Michigan State College and Medical and Cental Colleges in connection with the granting of B. S* degrees. MINUTES OF THE JOINT MEETING OF THE BUILDING COMMITTEE AND ADVISORY COMMITTEE Present: Building Committee (Messrs. iVatkins, McColl, Brody-} Advisory Committee (Messrs. McPherson, Brody, Mrs. Stockman) President Shaw and Secretary Halladay November 29, 1929 1. Mr." Watkins presented the matter of a basketball floor being placed in the Demonstration Hall, President Shaw Invited Colonel Davis to be present to explain whether or not the schedule could be arranged, so far as the Military Department was.concerned, without cutting out any military classes. The Colonel explained that It could be arranged without very much loss to the Military Department. Basketball Floor On motion of Mr. Watkins, it was voted that since the college Is collecting athletic fees from students who are unable to witness all basketball games because of Insufficient space for seating in the gymnasium, the State Board of Agriculture try out temporarily a removable basketball floor In the Demonstration Hall during the first half of the winter term. la so doing, it is assumed that the schedule may be so adjusted that no credit work in Military Science as now offered will be eliminated. On motion .of' Mr. Wa/fckins, it was voted that the Secretary be authorised to proceed with contracts for erecting a basketball floor in Demonstration Hall in conjunction reith the desires of the Ath- letic Committee. 2. The payroll for the Music Department for November v/as presented. On motion of Mr. Brody, it '//as voted that the payroll for the Music Department for November be approved and paid.
