Minutes of the Meeting of the State Board of Agriculture August 16, 1952 Present: Messrs. The meeting was called to order at 7:SO P.M. in the Presidents Office. The minutes of the July 21st meeting were approved, having been in the hands of the Board members. Pearson as half-time Graduate Assistant in Sociology for 1932-33 (name of Pear- because of health conditions of Mr. Pearson. [son inSoc. . 6. Request from Director R.J. Baldwin that the rate of state funds for the salary of Mr. R.F. Krcod4 sma be increased by $13.75 per month and that the rate of Mr. H. A. Berg's salary be in- creased at the rate of $10.41 per month on state funds. This action is made necessary in order to keep their salaries at the reduced figure recommended for the coming fiscal year and to effect further reductions due to the fact that they are on Clarke-McNary and Farmers1 Co-operative Demonstration funds respectively, part time. These federal funds have been reduced by federal aci which placed federal employees on a basis . of one..month- without: pay.- These men have both been reduced in pay much more than the federal reduction. •7.r Adjustment of Mr. Ryder's salary for the months of July and August at $5,000 Department Head salary, less 7%. On motion of.Mr. Daane, seconded by Mr.-Brody, it was - voted to approve the above seven items. 8. Appointment of Mr. Alexander Kisselburgh to replace Mr. Louis Graveure as Associate Professor of Voice for the forthcoming year at a salary of #4,000.00, effective September 1st. On motion of Mr. Daane, it was voted to defer action on item Ho. 8. 9. .^Appointment of Miss Nellie Holmes to the position of half-time Graduate Assistant in Sociology for 1932-33, from which Mr. .P.H.. Pearson is withdrawing. Upon request of the President this item was referred to him with power. MISCELLANEOUS 1. Proposed budgets as submitted by Dean Cox for the Kellogg Demonstration Farm, Lake City Farm, and Upper Peninsula Experiment Station at Chatham, Michigan. Request that the college enter into a cooperative arrangement with the Michigan Sheep Breeders1 ^.er -^n^0 coor)_ Association whereby we supervise the fitting of a carload of show lambs for the coming Inter- national Live Stock Exposition. Lambs are to.be furnished'by the Breeders1 Association and feed j^ and extra help to be paid f or by the Association. The Association agrees that should profit accrue from the enterprise, one-half of this shall be made available to this Institution for sheep extension work. Report on approval of payroll for the second session of the Summer School in the amount of |1,453.67. Total payroll for the two summer sessions this year amounted to $28,178.67. The State Vocational Department will reimburse the college for part of this which brings the college j S payroll well within the #27,000 budget set up for the Siammer Session this year. Question of possibility of reduction in tuition and fees for teachers being sent to Michigan State College by the Director of Public Education in the Federal District of Rio de Janeiro, Brazil, that they may take courses to prepare them to teach in the recently created Teachers College of. the University of Rio de Janeiro. It is probable that only one of the teachers will attend Michigan State College. This teacher is to be an Instructor in Physical Educa- tion at the new Teachers College in Brazil and the Institute of International Education is recommending that she attend Michigan State College. On motion of Mr. McPherson, it was voted to authorize a scholarship of §150.00 for the above mentioned teacher. 6. Secretary Halladay?s report on injuries suffered by tvvo employees of the College and com- pensation allowance therefor. Upon motion of Mr. Daane, seconded by Mr. McPherson, it was voted to approve the above report. 7. Suggestions from Prof. Anthony regarding proposed plans for remodeling of Dairy Building. Upon motion of.Mr. McColl, seconded by Mr. Brody, it reas voted to approve the execution of the above proposals. 8. Letter from General Parker, Headquarters Sixth Corps Area, Chicago, indicating necessity of reducing faculty by two Army officers. Above letter placed on file. 9. Car for Farm and Horse Department. Upon motion of Mr. McColl, seconded by Mr. Berkey, the purchase of the Ford pick-up car for this department Eras authorized. [Travel TRAVEL REQUESTS 1. R. V. Gunn to Chicago, to attend Central States Outlook Conference called by the Federal office in Chicago, September 14 to 16th, all expenses. 2. E. J. Miller, Denver, Colorado, meeting of American Chemical Society, August 22nd to 26th, with railway and pullinan fare. 3. Expenses of Forestry'Tour from time left Dunbar to return to East Lansing, $129.49. $90.05 actual cost of truck and upkeep. Balance, expenses of Mr. Newins incurred in travel with Mr. Tisdel, injured student, to be carried by the State rehabilitation department. Hudson, travel expenses to be incurred in connection with transportation of College Horse Exhibit to Ohio State Fair, August 24th to September 3rd. 5. Representative to attend Poultry Science Association meeting to be held in Amherst, Massachu- setts, August 17, 18, and 19th. Delegates on basis of railroad fare or mileage from Lansing to Amherst and return. 6. Director Gardner, August 5th, to Ohio, account of Michigan State Horticultural Society field tour. 7. Vern Freeman, Chicago, August 15-18 on account of annual conference on cooperative meat in- vestigations in vsrhich this Institution is interested together with the U.S.B.A. All expenses. On motion of Mr, Brody, supported by Mr. Daane, it was voted to approve the above travel items. FURTHER MISCELLANEOUS ITEMS Plan for H.E. teacher trainJ as presented by Dr.'Austin approved. 1. Consideration of plan for Home Economics Teacher Training for the year 1952-55 as presented by Dr. Austin. On motion of Mr. McColl, supported by Mr. Brody, it rcas voted to approve the above plan as out- lined by Dr. Austin, and on file in the Presidents Office. Dr. Giltner questions legality of rej ducing salar. pd. on ' Common- wealth fund* 2. Dr. Giltner presented by letter the question of the legality of reduction of salaries of men employed and paid on Commonwealth Fund for the Central Brucella Station for the year 1952. On motion of Mr. Daane, it v?as voted that the salaries of all persons on the College payroll be reduced in accordance with the 7% cut authorized by the Board in so far as is practical and legal. On motion of Mr. McPherson, seconded by Mr. Daane, it was voted to grant the above leave. 4. Termination of services of Mr. K. M. List of grad. at end of Summer- School On motion of Mr*Brody, seconded by Mr* McColl, it was voted to modify the previous action of the Board regarding the termination of Mr. Snyder's position, extending.his salary until October 1, 1932 5. Question of reimbursement-of Mr.- James • Gault for |1O.OO covering doctor bill presented for ser- vices in connection with his sonTs illness. Illness occurred after regular session of school. iI I I i 1 On motion of Mr. Daane, seconded by Mr. Brody, it was voted that the Secretary write Mr• Gault in- structing him that inasmuch as the College Hospital does not remain open during the summer school months, the College cannot be held responsible for medical bills during the summer months. Mr* Gault*s summer session school fees were refunded to him. 6. Regular biennial audit. On motion of Mr* Berkey, it was voted that the Finance Committee of the Board be authorized to em- ploy an auditor for the regular biennial audit. 7. At the July meeting of the State Board of Agriculture, it was voted to approve the granting of diplomas to such students as shall have completed the requirements for a degree at the end of the Summer Session.
