Absent: No one. The meeting was called to order at 10:45 A.M. The minutes of the previous meeting were approved. RESIGNATIONS, APPOINTMENTS, AMD -.LEAVES 1. Resignation of Hiss Margaret Hotchin, Secretary to the Dean of Itfomen, effective October 31,19331 Resignations 2. Appointment of Miss Elizabeth Hatch as Secretary to the Dean of Women at a salary of $90.00 perj Appointments month during November and December and at an annual salary of $1200 beginning January 1, 1939. ] Miss Hatch replaces Miss Margaret Hotchin whose salary was f1200 per year. 3. Appointment of Miss Helen Amerman as clerk in the Registrar's Office at a salary of |1200 per year, effective November 1, 1938. Miss Amerman has been working satisfactorily in this posi tion on the labor payroll since July 5, 1938. She is an additional employee* 4. Reappointment of Mrs* Nell Bartlett as House Mother for the Farm House Society for 1938-39 at a salary of ?100 per year from College fluids. 5. Request of Professor S. B. Hill, Head of the Farm. Management Department, for leave of absence without pay for approximately one year, effective December 21, 1938. Mr. Hill has been asked to accept a temporary appointment as Head of the Division of Agricultural Economics of the University of Puerto Rico to set up a Department of Farm Management there. Automobile mileage on one car so that members of the staff of the Animal Pathology Department may attend the conference of research workers in animal disease and the meeting of the U. The old boiler broke down, and the cost to replace the five damaged sections would amount to $ 6 2 5. in material alone and would take several weeks for delivery. November 10, 1938 BE IT FJRTBER RESOLVED that said officers be and they are hereby authorized, em powered and directed, in the name of The State Board of Agriculture and as its corporate act and deed, to execute, sign and countersign the School of Music Bonds hereinbefore provided for, in such manner as is prescribed in the aforementioned Trust Agreement; and to agree to collect, segregate and pledge the tuition fees charged students attending Michigan State College of Agriculture and Applied Science who shall be enrolled in courses under the supervision of the Department cf Music, and the music fees, practice fees, and other fees charged students for institction by and for the use of the facilities and equipment of said Department of Music, beginning with the fall term of 1939-30 scholastic year, for the purpose of securing and pay ing all payments ofprincipal, interest and reserves for depreciation provided for in said Trust Agreement; and to perform all acts and deeds and execute all instruments and documents necessary, expedient and proper in connection with the borrowing of said One Hundred Twenty, five Thousand Dollars (#125,000.00} and the issuance and sale of said School of Music Bonds. Wilkins, Comptroller of Michigan State College of Agriculture and Applied Science, is hereby authorized, empowered and directed to perform any and all acts and deeds herein authorized and directed to be performed by said John A# Hannah; and any action so taken by said Charles 0. Wilkins shall be as binding on The State Board of Agriculture as if performed by said John A— Hannah. BE IT FURTHER RESOLVED' that The State Board of Agriculture shall, beginning with the fall term of the .1939-40 scholastic year, segregate and set aside from the tuition fees charged students attending Michigan State College of Agriculture and Applied Science who shall be enrolled in courses under the supervision of the Department of Music, and from music fees, practice fees, and other fees charged students for instruction by and for the use of the facilities and equipment of said Department of Music, a sufficient sum to meet all payments to be made to the Trustee as provided in said Trust Agreement, and said sum shall not be used for any other purpose; it being the intention of said Board that the holders of all outstand ing School of Music Bonds issued hereunder shall receive the maximum assurance that said bonds and all interest which shall accrue thereon shall be paid when due* b. Resolution authorizing the supplementing of funds in the event the Music Building is not constructed. On motion of Mr. Halstead, seconded by Mr.Downing, it was voted to approve the following reso lution: WHEREAS, The State Board of Agriculture, a Constitutional Corporation, desires to borrow the sum of One Hundred Twenty-five Thousand Dollars ($125,000.00) through the issuance and sale of School of Music Bonds, to be used together with funds which will be available from a Federal Emergency Administration of Public Works grant, to pay all costs incidental to the erecting, furnishing and equipping of a School of Music Building on the campus of Michi gan State College of Agriculture and Applied Science, at East Lansing, Michigan; and WHEREAS, it is contemplated that the School of Music Bonds in the sum of One Hundred Twenty-five Thousand Dollars ($125,000,00] will be sold in advance of the time when actual construction on said School of Music Building may be started; and WHEREAS, this Board desires to assure the purchasers of said bonds that if ,for any reason said School of Music Building shall not be constructed as contemplated, there will be funds available to call and redeem the School of Music Bonds to be issued as hereinbefore con templated. NOW, THEREFORE, BE IT RESOLVED that The State Board of Agriculture will, should it de velop that for any reason the School of Music Building hereinbefore mentioned should not be erected, supplement out of funds applicable any fxmds which shall remain in the hands of the Ann A.rbor Trust Company as Trustee under the Trust Agreement providing for the issuance of said School of Music Bonds with a sufficient sum to provide funds which will be adequate to pay all sums necessary to call ahd redeem said School of Music Bonds in accordance with the terms of sail Trust Agreement on the first call date.
