Michigan State College students are prohibited from operating an automobile or automobiles in East Lansing or on the campus until such automobile has been regis- tered with the College Police Department, The penalty for driving an automobile not properly registered with the College Police Department shall be a minimum fine of $5*00. 2, The rules and regulations for the driving, parking and control of automobiles on the .campus are binding upon all students. An automobile can be registered in the name of only one student and that student is responsible for the conduct of the car and all the people in it. 4« A^ay student receiving a traffic violation ticket who does not report with the ticket within 48 hours shall have his campus driving permit revoked. 5« Any studenb receiving three or more traffic violation tickets during any one school year shall have his campus driving permit revoked. The Campus Police Department will notify the Dean of the Division in which the student Is enrolled of such action. 6* Any student having or drinking Intoxicating liquor in an automobile in East Lansing, on the campus or elsewhere shall be subject to disciplinary action* 7. Any male student responsible for the late return of a girl student, thereby causing her to be subject to disciplinary action, may be likewise subject to disciplinary action* 8. Student driving permits shall be revoked for a minimum period of three months. 9.- Any student driving an automobile in East Lansing or on the campus after his permit has been revoked may be subject to expulsion from school. 10. This is the second operation which has been necessary. On motion of Mr. Brody, seconded by Mr* Berkey, it was voted to approve the President's Report, ^i July 5, 1940 1645 SECRETARY'S ITEMS .The Board went into executive; session to consider the report of the Secretary as executor of the Jenison Estate, The Secretary submitted a written'and itemized report including an audit of the financial transactions by Mr. Roost-. The Secretary reported that the claims against the Estate were all paid and that the present inventory of the Estate was approximately f408,581.49• He re- ported that the Estate could now be closed and the assets turned over to the College if it was the desire of the Board* On motion of Mr. McPherson* seconded by Mr. Akers, it was voted to recommend that Mr. Hannah be allowed the customary legal fee for handling the executorship of this Estate, which is understood to be two per cent • On motion of Mr. McPherson, seconded by Mr. Jakway, it was voted to approve the sale of the Good. Hart property to Mr.: Hannah at the appraised value of -$5,000 with the understanding that such legal steps as are .necessary; be taken to permit the completion of this transaction* Adjournment of Executive Session. 1. At the last Board meeting the request of Dean J&nmons for an appropriation of $1,000 for the pur- chase of equipment for the Speech Department was referred to the Secretary for report. It is recommended that an appropriation of #925.00 be made for this purposed On motion of Mr. Brody, seconded by Mr. Berkey, it was voted to approve the above recommendation, 2. At the last Board meeting the matter of loaning bleacher seats to Chesaning and OXTOSSO was re- ferred to the Secretary. Coimnunication from Albert Agett relative to a knee injury secured in college football requesting the Board to provide an operation to correct the injury. On motion of Mr. Berkey, seconded by Mr. McPherson, it was voted to approve payment for an operation on the knee of Albert Agett. ?. Discussion of guarantees of financial arrangements for football games in 1943-1944* On motion of Mr. Brody, seconded hy Mr. Berkey, it was voted to authorize Director Young and the Athletic Council to offer a guarantee of S1255OO to the University of Iowa or a comparable opponent for a home football game in the f a ll of 1943* The President and Secretary are authorized to act for the Board in completing such negotiations as can be made for the scheduling of satisfactory home football games during 1943- and 1944. 8.
