MINUTES OF THE SPECIAL MEETING of the FINANCE COMMITTEE August 1, 1969 Action re tax liabilities affecting vehicles tabled Secretary- reports on negotiations with Local 1585 The Finance Committee convened at Kellogg Center at 7:20 p.m. The following members were present: Messrs. Hartman, Huff, Martin, Merriman, Nisbet, Stevens, Thompson, and White; Acting President Adams, Acting Vice President Wilkinson, and Secretary Breslin. Absent: No one. 1. Attorney Carr presented for discussion the action necessary to resolve tax liabilities affecting vehicles. After discussion, it was moved by Mr. Stevens, seconded by Mr. Hartman, to table this item until the September meeting, at which time formal action will be taken. The vote was 4 to 0, with Messrs. Merriman, Martin, Huff, and Thompson not voting. Motion carried. 2. Secretary Breslin explained in detail the labor negotiations that had taken place with Local 1585 and Michigan State University. He indicated that in his opinion the University had presented a very fair and equitable package to the Union but that on July 24 the Union had rejected the latest University proposal and asked to go to fact finding. It was recommended that the University engage in fact finding and that the present labor contract be allowed to expire July 24. The Board indicated that they would follow the recommendations of Secretary Breslin relative to fact-finding and the continued efforts of the University to resolve this matter prior to the start of the school year. On motion by Mr. Nisbet, seconded by Mr. Huff, it was voted to follow the recommendations of the Secretary. Mr. Stevens did not vote on this item. App agreement with Local 116, United Plant Guard Workers ; of America3 Oakland Univ. 3. Request from Chancellor Varner for approval of agreement with Local 116, United Plant Guard Workers of America. The contract provides a wage rate plan similar to that used by the Michigan State University Department of Public Safety, providing step increases on the anniversary date of hire or promotion. The contract also provides that an officer may be hired at a salary above the starting rate if he has had appropriate experience in another police department. The fringe benefits are the same as those provided for other full-time clerical-technical and biweekly payroll employees. The term of the contract is one year, with an expiration date of June 30, 1970. J August Board meeting Motion to purchase Box property fails Report by Provost on Trans-Uranic Research Facility After an explanation by Secretary Breslin and discussion, it was moved by Mr. Thompson, seconded by Mr. Merriman, to approve Oakland University's contract with Local 116. Motion carried, Mr. Stevens did not vote on this item. 4. Discussion as to feasibility of August Board meeting. It was the feeling of the Board that if a meeting is necessary, they would be pleased to convene; however, the decision on whether the Board would meet in August would be left up to the Acting President of the University. 5. Secretary Breslin reviewed for the Trustees the long-range plans the University has had to purchase the Harry Box property located on the northeast corner of Jolly Road and Collins Road, plus 20 acres south of Jolly Road. Secretary Breslin reported that he had talked recently x^ith the Boxes who had indicated they were now interested in selling their property to the University. Mrs. Box felt they should have somewhere in the neighborhood of $9,000 to $10,000 an acre, and said they would like payment to be spread out over a 10-year period. After a rather lengthy discussion, it was moved by Mr. Merriman, seconded by Mr. Nisbet that the University attempt to purchase this property for the amount of $1,500,000, with payment to be extended over a 10-year period at no interest, and if this property is purchased a lifetime lease would be given to only Mr. and Mrs. Harry Box so that they could live in their present home during their lifetimes. Voting in favor of the motion: Messrs. Stevens, Merriman, Thompson, and Nisbet. Voting against the motion: Messrs. Huff, White, Martin, and Hartman. Motion did not carry. 6. Acting President Adams asked Provost Cantlon to explain briefly the position the University proposes to take relative to a proposal to the U.S. Atomic Energy Commission^for a grant to construct a nTrans-Uranic Research Facility" on the campus. Dr. Cantlon reported that the proposal has the enthusiastic and wholehearted support of the University. The challenging problems which this facility will allow our scientists and visiting scientists to pursue are in complete accord with the highest traditions of man's long and stimulating efforts to understand his environment and also in accord with the purposes and goals of this University, Dr. Cantlon further indicated that barring mutual agreement to the contrary, such as a grave national emergency, the University would require that this facility be operated on an open, nonsecret basis in accord with traditions of this University and the highest ideals of scientific endeavor. On motion of Mr. Huff, seconded by Mr. Merriman, the Board unanimously voted to endorse this project, and instructed Dr. Cantlon to convey Michigan Statefs interest in this project to Dr. Glenn T. Seaborg, Chairman, U.S. Atomic Energy Commission. Hartman, Huff, Martin, Nisbet, Thompson, and White; Acting President Adams, Acting Vice President Wilkinson, and Secretary Breslin. Absent: No one. 1. On motion by Mr. Stevens, seconded by Mr. Nisbet, it was voted to approve the Finance items on the preceding pages. 2. Discussion relative to Enrolled House Bill No. 2196. After a lengthy discussion3 it was moved by Mr. Stevens, seconded by Mr. Thompson, that a committee composed of Trustee Huff, Acting President Adams, Provost Cantlon, Director Knisely, Dean Hunt, and Secretary Breslin discuss this matter with the State Board of Education and come back to the Board in September with a recommendation for action by the Board. Motion unanimously carried. 3.. Communication from Roger Wilkinson: For a number of years the Continuing Education Center at Benton Harbor conducted a MBA and ME program. Originally, this program was financed by various firms in the area, primarily the Whirlpool Corporation. These industrial firms made a contribution to the University which was accepted as a gift to cover the cost of this program. In the 1968-69 fiscal year, the program was changed wherein the individual students were charged $45 per credit hour and, in most instances, the employer reimbursed the student for the expense involved. This is a request to continue the $45 per credit hour charge for the 1969-70 fiscal year with the following breakdown: a. $21 per credit hour to cover the regular off-campus credit course fee of the University. b. $24 per credit hour to cover the additional cost involved to administer this program at the Benton Harbor Center. Huntington: Re: Alterations to Fee Hall We have discovered an error in our letter to the President, dated June 19, 1969, which reported bids for subject project. The bid was awarded to the Robert Carter Corporation based on an estimated volume of work of $40,000 at a fixed fee of $4,400. This makes the estimated total cost $44,400. Correction of estimated cost of Fee Hall alterations The June Board minutes indicate acceptance of the bids and award of the work to the Robert Carter Corporation. The amounts should be corrected to authorize a contract fixed fee of $4,400 and a total estimated cost of $44,400. This will not change other figures involved in the project. Denison \ Attorney Carrfs recommendations as recorded in the minutes of the July 18 meeting of the Board. 8. It was recommended by Chancellor Varner that he be authorized to negotiate with Mr. John De Carlo, currently Vice President for University Relations at Central Michigan University, for the position of Assistant Chancellor for the Professional Performing Arts at a salary of $26,500 per year, effective September 15, 1969. On motion by Mr. Huff, seconded by Mr. Nisbet, it was voted to approve Chancellor Varner!s recommendation. Trustees Hartman and White voted "No." 9. A motion was made by Mr. Stevens, seconded by Mr. Merriman, to request Mr. Lowell Treaster to prepare an appropriate resolution praising the outstanding service of Mr. James H.
