From March 23 to June 6, 1975, Dr. Hendrick Zwarensteyn, Professor, Department of Business Law, Insurance and Office Administration, taught a course entitled "Law and and Legal Institutions in the Common Market Countries11 to 26 Michigan State University students. The site of the course was Erasmus University in Rotterdam, Holland. He was assisted by the EUR Office of Foreign Relations, the Faculty of Law, and the Faculty of Economics. The facilities and services rendered our students and Professor Zwarensteyn without cost to either were: classroom facilities available to our group from 10:00 a.m. until 5:00 p.m. every day for the entire period; a commodious office for Professor Zwarensteyn; secretarial and clerical services, copying services (a total of some 300 pages of lecture notes were copied and bound in a way sufficient to serve the needs of our students); 12 faculty members from EUR contributed lectures on topics of their specialty lasting two to three hours. To reciprocate, Michigan State University proposes to permit 15-20 students and 2 professors from Erasmus University, Rotterdam, to participate in the full ten-week summer session of 1976. They will be sitting in on lectures in the following courses: MTA 805 and MTA 414 during the first five weeks, and MTA 853 during the second five weeks. The instructors for these courses have been consulted on this matter and have agreed to have the Dutch students hear their lectures. It is assumed that the Dutch professors will take the responsibility for grading papers, making other assignments, and evaluating the performance of their students. Reciprocal Arrangement with Erasmus University, Rotterdam, Holland, cont. It is recommended that no tuition fee be charged but that the students and the faculty be expected to pay for on-campus housing, athletic facilities, health facilities, etc. at the normal rates charged conference participants during the summer sessions. RESOLVED that the reciprocal arrangements outlined above for the Erasmus University, Rotterdam, Holland, be approved for the Summer Session, 1976. Unanimously approved. Motion by Trustee Carrigan, seconded by Trustee Huff. 2. Dean Richard Sullivan, College of Arts'and Letters, has recommended that the name of the Department of Romance Languages be changed to the Department of Romance and Classical Languages. The purpose of the proposed name change is to more accurately reflect the substance of the department's activities and is strongly endorsed by the department's faculty and graduate students. This proposed change will not result in any increased costs for the University and does not carry with it any implication for future financial commitments. RESOLVED that the name of the Department of Romance Languages be changed to the Department of Romance and Classical Languages, effective May 1, 1976. Unanimously approved. In keeping with previously established policies and procedures, the College of Osteopathic Medicine has requested approval of an Affiliation Agreement between the University and the Saginaw Osteopathic Hospital for the development of teaching programs in health care. 1 The agreement is essentially the same as prior agreements with other hospitals. It has been examined by the Office of the Dean, College of Osteopathic Medicine, by the Office of the Provost, and by the University Attorney. The agreement comes to the Board of Trustees with the Administration's recommendation that it be approved. RESOLVED that the affiliation agreement between Michigan State University, College of Osteopathic Medicine, and the Saginaw Osteopathic Hospital be approved. Unanimously approved. Motion by Trustee Huff, seconded by Trustee Carrigan. 4. The following resolution was read by Trustee Stack, who also moved its acceptance. From time to time, pressures of a personal or political nature are brought to bear on the University officials who carry the responsibility for making decisions on the admission of students. These pressures are designed to benefit individual students to the disadvantage of other students and in violation of University policies and procedures. The Board of Trustees finds such pressures unacceptable and instructs University officials not to accede to them. Trustee Stevens is to contact Mr. Ivory to ascertain his availability to accept this award. 3. Athletic Director Kearney recommended that he be authorized to contract for the expenses I of moving the household possessions of new members of the football and basketball coaching staffs to the East Lansing area. In discussion of this recommendation, it was noted that the timing of these coaching changes has created an emergency situation and that the individuals involved have already accepted the fact that they will have to pay their own living expenses here prior to the relocation of their families. It was also noted that most of these individuals received no salary increase for accepting positions with Michigan State and that there is precedent for this recommendation. I On motion by Trustee Huff, seconded by Trustee Krolikowski, it was unanimously voted to approve this recommendation. Dr. Kearney agreed to provide the Trustees with a long-range fiscal projection for the Department of Intercollegiate Athletics as soon as practicable. \ Patient Care Management which had been removed from the BoardTs formal agenda. 4. The consensus was that the University has reached a point at which positive action must be taken to provide a fresh start and a new sense of urgency in patient care matters. i It was moved by Trustee Huff, seconded by Trustee Martin, and unanimously voted to approve the following resolution: RESOLVED: 1. That the document "Proposed Administrative Organization for Patient Care Management, Michigan State University, January 30, 1976 - Revision" be approved in principle. 2. That the Office of Health Services, as called for therein, be established effective March 1, 1976 and that all current Health Care Authority functions which properly fall under the aegis of the Office of Health Services be transferred thereto as of that date. I ] 3. That the University proceed forthwith with the reassignment of present Health Care Authority personnel and that said reassignment of personnel and the termination of the Health Care Authority be effected no later than June 30, 1976. In approving this action it was noted that organizational and administrative patterns in the area of health care, as well as all other areas, need periodic re-examination to assess the need for revision. Motion passed, Trustees Carrigan, Radcliffe, and Stack voting Yes; Trustees Huff and Stevens abstaining. : It was agreed that the Trustees would honor the request by ASMSU to hold a referendum on the State News tax in conjunction with the Winter Term registration. ; 7. The Trustees discussed the payment of legal fees and certain expenses associated with the participation of Hugh "Duffy" Daugherty and Anthony De Cello in the investi- gation of the UniversityTs football program. It was agreed to limit payment associated with Mr. Daugherty's participation to travel and expenses related directly thereto. Fees for legal counsel are not a University obligation. On motion by Trustee Stack, seconded by Trustee Carrigan, it was voted to pay legal fees, travel and directly related expenses associated with Mr. De Cello's work in Denver, Columbus, St. Louis, and East Lansing only, with Mr. Carr to finalize the amount. Trustee Huff voted No. The Trustees indicated they prefer to resolve Mr. Burt Smith's separation from the University through the appropriate channels for tenured faculty. 8. The Trustees' tentatively scheduled a retreat to discuss budgetary matters for Saturday, May 22. President Wharton is to clear that date with other Trustees and make appropriate arrangements.
