MINUTES OF THE SPECIAL MEETING

of the
MICHIGAN STATE UNIVERSITY
BOARD OF TRUSTEES
July 14, 1977

President Wharton called the meeting  to order at 7:40 p.m. in Room 101 Kellogg Center.

Present:  Trustees Bruff, Krolikowski, Martin, Radcliffe, Smydra, Stack, and Stevens;

President Wharton; Vice Presidents Breslin, Cantlon, Carr, Nonnamaker, Scott,
and Winder; Secretary Ballard; Faculty Liaison Group and Student Liaison Group.

Absent:  Trustee Carrigan; Vice Presidents Perrin and Wilkinson.

1.  On motion by Trustee Radcliffe, seconded by Trustee Smydra, it was unanimously voted
to approve the agenda*

2.  Public Comments

No citizens requested  to testify to the Board.

3.  1977-78 Salary Guidelines

President Wharton presented an overviewof  the 1977-78 salary guidelines which had
been distributed  to the Board  (copy on file in the Secretary's  Office).

Provost Winder reviewed the details of the proposed guidelines for faculty  increases
and discussed  the list of "second highest priority program items11 which will also be
accommodated within the 1977-78 budget.

Executive Vice President Breslin and Assistant Vice President Keith Groty reviewed
the proposed guidelines for administrative-professional  and supervisory employees.

It was moved by Trustee Bruff, supported by Trustee Stevens, to adopt the guidelines as
recommended  for faculty, administrative-professional  and supervisory employees, graduate
and undergraduate assistantships, and part-time student employees.  Approved by a vote of
6  to 0.  Trustee Radcliffe was out of the room at the time the vote was taken.
