MINUTES OF THE MEETING of the MICHIGAN STATE UNIVERSITY BOARD OF TRUSTEES July 21, 1977 President Wharton called the meeting to order in 105 A and B, Kellogg Center, at 7:30 p.in. Present: Trustees Krolikowski, Martin, Radcliffe, Smydra, Stack, and Stevens; President Wharton; Provost Winder, Executive Vice President Breslin; Vice Presidents CantIon, Carr, Nonnamaker, Perrin, and Wilkinson; Secretary Ballard; Faculty Liaison Group, Student Liaison Group. Absent: Trustees Bruff and Carrigan, Vice President Scott. 1. Motion was made by Trustee Radcliffe, seconded by Trustee Stevens, to approve the proposed agenda amended to add Item D. 6, consideration of a Board resolution commending the Michigan Legislature. Approved as amended by a vote of 6 to 0. 2. On motion by Trustee Martin, seconded by Trustee Stevens, it was unanimously voted to approve the minutes of the June 23-24 and July 14 meetings. 3. Public Comments Session The Board listened to a presentation by representatives of the Committee to Stop the MSU-Iran Film Project. The Committee urged the Board to investigate the circumstances surrounding the arrest of two Iranian students following a demonstration on June 24, 1977 and to seek dismissal of charges against those students. The Board indicated it would seek information in respect to the University's "bullhorn ordinance" and previous applications of that ordinance before considering any intervention in the matter. 14. Affiliation Agreement Between MSU (Office of Health Services) and Ferris State College (School of. Pharmacy) In keeping with previously established policies and procedures, the Office of Health Services is requesting approval of an affiliation agreement between the University and Ferris State College. The proposal has been examined by the Co-directors of the Office of Health Services, the Vice President for Student Affairs, the Office of the Provost, and the University Attorney. This proposed agreement differs in one important respect from other affiliation agreements that have come forward from the medical schools in the past. It represents an initiative from Ferris State College to use the physical facilities of Michigan State University, principally the Clinical Center, for the clinical education of FSC pharmacy students. It is anticipated that the benefits accruing to MSU under this arrangement will be at the levels of patient care and the training of our own health professional students. This agreement is submitted with the approval of the Provostfs Office and with the recommendation that it be transmitted to the Board of Trustees for action.
