Spot lamps may not emit other than either a white or amber light. Flashing, RED and GREEN lights: No vehicles except those authorized - by law shall display any flashing light exce pt directional signals, or a red light to the front or a green light to the rear. - Brakes: Every motor ve hicl e or combination of mot.or-drawn vehicles when operated upon a street or any other place within the boundaries of Michigan State University shall be eq uipped with brakes of such construc tion and capable at all times and under all conditions of stopp in g the ve hicl e in suc h mann er as requ ired by the Michigan Vehicle Code, Act 300, Public Acts of Michigan, 1949, as amended . - Horns: Ever y motor vehicle when being operated shall be equipped with a horn in good working order and capab le of emitting sound a udible under norm al co nditions from a distance of not less than 200 feet, but no horn or other warning device shall em it a n unreasonable loud or harsh sound or a whistle.
