Section 1.00- Statement of Purpose .01 - It app ear in g to th e Board o C T rustees o f Michi ga n State Un iversity that regulations for the ca re, preservation and protection o r th e property governed by th e Board a nd fo r co ntro l o r th e condu ct o r th ose on sa id prop erty are esse nti a l to secu re the success ful operation o r the Un iversity, maintain good order, promote th e designed objectives o r the U niversity, a nd to obvia te unnecessa ry and imp roper interfe rences with Uni vers ity activiti es a nd th e law ful activiti es of those com ing upo n land gove rn ed by the Board , the Board hereby adopts the fo llowing provisions: 2.00- Effectiveness of Ordinance .01 . 02 . 03 . 04 - T his ordinance sha ll be effective at 12:01 a.m ., September 15, 1964 . - All ord ina nces previous ly enacted by the State Board or Agriculture are hereby declared null and void . - A ny exceptio ns to the fo llow in g sections of this ordinance must be made by writte n authori zation or the office of the Secretary o f th e Board of Tr us tees for Michi gan State Universi ty: 9.0 1, 12.01 , 14.0 1, 20.01, 23.0 1, 26.0 1, 29.0 1, 30 .0 1, 30.02, 3 1.0 I, 3 1. 03, 39 .144 a nd 40. 14 . - The provisions of this ordinance sh all not app ly to the sa le or distri bu tion o r student publication s exce pt that. the method of di stribution sha ll not interfere with normal uni ve rsity functions. 3.00-Authority of Board of Trustees .01 - This ord in ance is enacted by the Board of Trustees pursu a nt to and in acco rdance with the authority and responsibility of sa id Boa rd as ou tlin ed in the Constitution of th e State of Michi ga n , Publi c Act 80 of 1905, as a me nded , and Public Act 269 of I 909, as amended. 13 4.00 4.00- Designation of Enforcement Powers .01 . 02 . 03 - Pursuant to the authority stated in Section 3.01 , the Board of Trustees does h ereby entrust the Director of the Departme nt of Publi c Safety of Michigan State Un ive rsity with the duty of enforcing this ordinance . - The Director of the Department of Publi c Safety of Michigan State Uni vers ity is also charged with the responsibi lity to appoin t subordinates who sha ll , among other th in gs , be emp loyed to enforce th is ordinance . - When for the purpose of main tain in g necessary control of property governed b y the Board of Trustees located in areas beyond th e property at or adjacent to East Lansing, and the conduct of persons coming onto this property, the Board may aut hor ize the application of this ordinance or portions of this ordinance to said property. Enforcement authority may be vested with appropriate local officials. 5.00-Duties of Public Safety Officers .01 - Every such person , duly appointed, sha ll appreh end and arrest any per son in vio lation of any provision of this ordinance and shall make complaint against su ch violator before any justice of th e peace or municipal judge having jurisdiction; sha ll restrict access to any area for the protection of an individual, crime scene, or public safety or convenience; is empowered to delegate to any citizen or peace officer any part or a ll of his author ity to enforce any part or a ll of the provisions of this ord in ance when the citizen or peace officer is acting in conjunction with the public safety officer; sha ll inspect the properties under control of the Board and establish the identity of those persons found upon the premises after hou rs or in unusual cir cumstances; may eject from the property under control of the Board any person unab le to estab li sh their right upon the property; sha ll take into custody any property that appears to be lost, stolen or abandoned; shall cause to be towed and/or impound ed any motor veh icl e or bicycle parked contrary to the provisions of the ordinance whe n the veh icle is causing damage, is parked upon a lawn or crop area, is obstructing normal move ment of the public or university operations or is in vio lation of the provi sions of this ordinance ; sha ll take into protective custody any student ap pearing to be mentally disturbed until such stud ent can be p laced into the care of U nivers ity Health Center personnel for diagnosis and disposition; sha ll take into custody any a nimal found running loose upon property under control of the Board until th e anima l can be returned to its owner or placed in custody of an an im al she lter; sha ll d estroy an y animal running loose upon property under control of the Board if un able to capture it; sha ll take care to ensure the safety and conven ience of a ll persons coming onto property under control of the Board and shall arrest any pe rson who, without proper authority, interferes with or obstructs the right of any per son to move about the property in accordance with this ord inan ce and es tablished rules and regulations; shall be diligent to secure respect for and protection of the civi l rights of all persons; may eject from property under control of the Board any person not comp lying with establi shed rules and regulations even if the rules and regulations are not enforceable under this ordinance; sha ll ensure by immediate remedia l measures if necessary the safety of persons and property at any event held on property under control of the Board. 14 ··5.02 .02 It sha ll be the duty of the Direc tor of th e De partment of Publi c Safety or his a uth orized su bordin ates to establish temporary restrictions u pon access to or use of U ni vers ity bui ldings, parking lots, streets and highways or othe r property of the U ni vers ity or portion s thereo f as may be deem ed necessa ry or d es irab le for the co nveni e nt and effic ienL co nduct of the affairs or the Univers ity; Section 16.00 - DISORDERLY ASSEMBLAGES OR CONDUCT .01 . 02 - No person or persons shall, without authorization, assemble to gether anywhere on the campus for the purpose of creating any noise or disturbance, riot, raid or other improper diversion, or assemble in a manner which obstructs the free movement of per sons about the campus or the free and normal use of University buildings and facilities, or prevents or obstructs the normal opera tions of the University . - No person or persons shall disrupt the normal operation of any properly authorized class, laboratory, seminar, examination, field trip or other educational activity of the University . . 03 - No person or persons shall disrupt the normal use of any campus building or area which has been assigned or scheduled through appropriate channels for educational or extracurricular activities. Included within, but not limited to the foregoing, is the use of ap propriate buildings or areas for dramatic or musical pres en ta tions, lectures, athletic events, military exercises, orientation meetings, registration, commencement ceremonies, and placement activities . . 04 - No person or persons shall disrupt the normal activity or molest the property of any person, firm or agency while that person , firm or agency is carrying out the provisions of a contract or agreement with the University . . 06 . 05 - No unauthorized person or persons shall enter upon the playing area of any athletic contest or exhibition while said contest or exhibition is in progress . - No person or persons shall project or drop any object which could cause injury, dall'age or interference in the spectator or play ing area where any athletic contest or exhibition is conducted . . 07 - No person shall enter or attempt to enter into any dance or social, athletic, theatrical or other public event without a ticket of admission to such event when such tickets are require d, or enter or attempt to enter contrary to any established rules or qualifica tions for eligibility for attendance at such events as provided by the sponsors. Non-University groups of25 or more must have written approval to use th e fac ilities in accord with Section 2.03. 27.00-Plant Materials .01 - It shall be unlawfu l for an y person to brea k or cut branches or flowe rs or fruit, or otherwise mutilate, any tree , shrub or he rbaceo us pla nt o r re move therefrom any identifi cation sign or tag. 28.00- Property: Lost, Found, Stolen or Abandoned .01 - It shall be the duty of th e Director of the Departm ent of Public Safety of Mich iga n State University to m a intain an accountin g of al l mon eys, goods, wares and merchandise d e posited in his office as lost or abandoned property which h as been fo und within the cam pus of said institution. Any stop required shall be made at a sign or marking on the pavement indicating where the stop shall be made at the signal. - Pedestrian "WALK" and "WAIT" sign als: Whenever specia l pedestrian control signals exhibiting the words "WALK ," "DON'T WALK; ' or "WA IT" are in place, such signals shall indicate as follows: .03 .031 - the "WALK": Pedestrians facing such signal may proceed across roadway in the direction of the signal a nd shall be given the right-of-way by the drivers of all vehicles . . 032 - . 04 "DON'T WALK" or "WAIT" : No pedestrian shall start to cross the street in the direction of such signal but any pedestrian who has partially comp leted his crossing on the "WALK" signal shall proceed to a sidewalk or safety island while the "DON'T WALK" or "WAIT" signal is showing . - Flashing RED or YELLOW signals: Whenever flashing RED or YEL LOW signals are used they shall require obedience by vehicular traffic as follows: .041 - Flashing RED (stop signals): When a RED lens is illuminated by rapid intermittent flashes , drivers of vehicles shall stop before entering the near est crosswa lk at an intersection or at a limit line when marked and the right to proceed shall be subject to the rules applicable after making a stop at a stop sign; .042 - Flashing YELLOW (caution signal): When a YELLOW lens is illumi nated with rapid intermittent flashes, drivers of vehicles may proceed throug-h the intersection or past such signal only with caution. 22 34.05 .05 Signal indicatin g approach of tra in (stop required): Whenever any per- son d ri vin g a vehicle approaches a rai lroad grade crossing under any of the circumstances stated in th is sectio n, the dri ve r of such ve hicl e . shall stop with in 50 feet but not less tha n 15 feet from the nearest rail of such ra il road, a nd sha ll not proceed until he ca n do so safely. T he forego ing require ments sha ll a pply when : .051 - A clearly visibl e and positive sig nal gives warn in g of th e im med iate a pproach o f a railway train or ca r; .052 - A crossing gate is lowe red or whe n a fl agma n gives or continu es to give a signal of the ap p roach or passage of a railroad tra in; .053 - A railroad train approachin g with in approx im ate ly 1500 feet of the hi gh way crossing e mits a signal aud ibl e from such distance an d such ra ilroad train, b y reason of its speed o r near ness to such cross in g, is a n im med iate hazard; .054 - An approachin g rail road train is plainl y visib le and is in hazardou s proximity to such crossing; .07 . 08 . 06 .055 - No person shall drive a n y vehicle through , aro und , or under any cross ing gate or barrier at a railroad gr ade crossing whi le such gate or barrier is closed or is be in g ope ned or closed . - Stop signs : Whe n sto p signs are erected at or near the e ntrance to a ny inte rsection , eve ry driver of a vehicle shall stop such veh icle a t su ch sig n or at a clearl y marked stop line, excep t when directed to proceed by a pub lic safety office r or traffic-co ntrol signal and sha ll proceed into th e in te r section o nl y when such movement ca n be m ade in safety a nd without in ter fe rin g with other traffic. - Emerging from alley, private road or driveway : The driver of a ve hicle abo ut to enter or cross a highway from an alley, private road or dri veway shall come to a full stop and yield ri ght-of- way to all vehicles or pedestria ns approach ing on said hi ghway so close to such point o f e n try as to constitute an immedia te hazard . - Obstructing intersection: Notwithstanding any tra ffic-control signa l indication or other right to proceed, no dri ver shall e nter a n inte rsection o r a marked crosswalk unless there is sufficient space on the othe r side of the intersectio n or crosswalk to accommodate his vehicl e without obstru ct ing or blocking the passage of other vehicl es or pedestrians . - Passing stopped vehicle at intersectio n: Whe never an y veh icle is sto pped at a marked crosswalk or at any unm arked crosswalk at a n intersec tio n to pe rmit a pedestrian to cross the roadway , the driver of an y other ve hicle approaching from th e rear shall not overtake a nd pass such sto pped ve hicle . - Right-of-W ay (at intersection) , . 10 .101 - When two vehicles e nter an open intersec tion at approximately the sa me time, the dri ver of the vehicle on the left shall yield the right-of-way to the ve hicle on the r ight. The driver o f an y ve hicle traveling at an unl aw fu l speed shall forfeit any right-o f-way which he might otherwise have hereunder; . 09 .102 - The drive r of a vehicle within a n intersection intending to turn to the left shall yie ld the right-of-way to any vehicle approaching from the op posite direction which is within th e intersection or so close thereto as to constitu te an immedia te hazard , but said driver , having so yielded and hav ing given a signal when and as required by this ordinance, may make such left turn and the driver s of all other vehicles a pproaching the intersectio n from said opposite direction shall yield the r ight-of-way to the vehicle mak ing the left turn : Provided, that at an intersection at which a traffic sigl')al is located, a driver intending to ma ke a left turn shall permit vehicles bound 23 34.102 straight through 111 the opposite direction which are waitin g a "Co" signal to pass through the intersection before making the turn ; .103 - When the inte rseotion is designated as a "Yie ld Right-of-Wa y" inte r .section , the driver of a ve hicle approaching said sign sha ll slow to a reason able speed for ex istin g co nditi o ns of traffic and visib ility, yie ldin g the right of-way to all ve hicles o n th e intersectin g street o r hi g hway w hich have entered t.h e intersectio n or are so close as t.o co nstitute an imm edi ate hazard. A le ft turn from a one-way street into a two-way street shall be mad e from as close as practicab le to the left- hand cu r b 0 1· edge of th e roadway and by passin g to the r ight of th e ce nte r lin e of the street bei ng e nter ed · upon leav in g the intersectio n . . 04 . 034 - Where both streets or roadways a re one-way, both the a pproac h for a left turn and a left turn sha ll be mad e as close as practicabl e to the left hand curb or edge of the roadway . - Signs limi ting turn : When pave me nt m arkers, signs or signa ls pl aced within o r adjacent to intersectio ns requi re a nd direct th at a differe n t course from that specifi ed in this articl e be trave led by vehicl es turning at an in tersection , no driver of a ve hicle shall turn a vehicl e at suc h a n in te rsectio n other tha n as d irected by such markers, signs , or signa ls; and then on ly when such movement can be made in safe ty a nd with out interferin g with oth er traffic. 37.00-Speed Regulations - No pe rson shall d rive a vehicl e on a hi ghway at a speed greate r than is reasonable and prudent under the cond itions th en existing . - Where no special hazard ex ists, th e fo llowin g speeds shall be prim a fac ie lawful , but any speed in excess of said li m its sha ll be prim a fac ie evidence that th e speed is not reasonable or prud ent and is unlawfu l: 25 miles pe r hour in any school distri ct; 15 miles per ho ur in any resid en tial district; Any ot her numbe r of mi les per hour wh en a nd as posted. .01 . 02 .021 .022 .023 26 37.03 .03 . 04 The fact that the speed of a ve hicle is lower than th e forego in g prima facie li m its shall not re li eve th e driver from the duty to decrease speed when approaching a nd cross ing an intersection, whe n approaching and goin g aro un d a cu,·ve, when a pproaching a hill crest, when trave lin g upon any narrow or windin g roadway, or when special h azards ex ist with respect to pedestrians or othe r tra ffic or by reason of weath er or hi ghway co ndi tions, a nd speed sha ll be decreased as may be necessary to avoid collidin g with any person , vehicl e or o th er co nveyance o n or e nte rin g th e highwa y in comp li a nce with lega l requ ire ments and the duty of a il pe rso ns to use du e ca re . - In every cha rge of vio lati on of the provis io n of' thi s section, by driving a vehicle in excess of the app li cab le speed limi ts specifi ed under subsection .02 of this sec tion , the co mpl aint, a nd a lso the summo ns or noti ce to a ppear , sha ll specify the speed app licab le within th e district o r at the locatio n , an d in th e event charges sha ll a lso be made of violation of any other prov isions of this act, the compla int an d the summons or notice to appea r shall also specify such oth er offense alleged to have been comm itted . 38.00- School Bus - Overtaking, Meeting, and Passing Stopped Bus, Signs on Bus .01 .02 . 03 .04 - The driver of a ve hicle shall not overtake or meet and pass a n y sc hool bus whi ch has stopped for the purpose of receiving or d isc hargin g passen gers. All school buses sha ll contain such signs on the bac k a nd fro nt thereof, with respect thereto , as sha ll be a pproved by the State Highwa y Co mmis s10ner. - T he driver of a ve hicl e overtakin g or m eeti n g a ny schoo l bus which has stopped for the purpose of receiving or disc hargin g a n y passenger shall bring suc h vehicle to a full stop at leas t IO fe et from th e sc hoo l bus and sha ll not proceed until the school bus resumes motion or th e sc hool bus driver signa ls to proceed o r th e visua l signals are no lo nger actu ated. The driver of th e schoo l bus, before resuming m otion , shall signal stopped traffic to proceed and sha ll when res uming motion proceed in such a man n er as to a llow co ngested traffic to disperse by keepin g the bus as near to the right side of the road as ca n be done with safety. Passengers crossing the road upon being discha rged from a school bus sha ll cross in front of th e stopped sc hoo l bus. At an intersectio n where traffic is co ntrolled by an officer or a traffic sto p a nd go signal , a vehicl e need not be brou ght to a full sto p before passing a ny such school bus, but may proceed to p ass such school bus at a speed not greate r th a n is r easonable a nd proper a nd in no eve nt greater th a n 10 mil es a n hour and with du e ca uti o n for th e safety of the passengers bein g rece ived or discharged from such sc hool bus . - No school bus driver shall stop his bus upon the hi ghway for th e purpose of receiving or discharging p asse ngers unless such bus is clear ly visible in a stopped position to approaching or overtaking drivers qf vehicles for a distance of at least 500 feet. - Th e driver of a vehicl e upon an y highway which has been divided into two roadwa ys by leav in g a n interve ning space, or by a physical barrier, or cl ea rly indica ted dividing sections so constructed as to impede vehicular traffic, need not stop upon meetin g a school bus wh ich has stopped on the road way across th e dividin g space, bar ri er , or section. 27 38.05 .05 Every school-bus sha ll , in addition to an y other equipm e nt and distinc- tive markings r equired by law, be equipped with signal lamps mounted as high and widel y spaced late rally as practicable which shall be capable of displaying to the front two alte rnate ly flashing red lights at th e same level and to the rear two a lternate ly flashing red lights located at the same level. The red lights shall be no less than 6 inches in diameter and shall have sufficient intensity to be visible from a distance of at least 500 feet in normal sun li ght and shall be actuated by the driver of the said school bus whenever but on ly whenever said vehicle is stopped or is about to stop for the purpose of receiving or discharging school children. 39.00- Parking .01 . 02 .03 . 04 . 05 . 06 . 07 - Exce pt as otherwise provided in this section, every vehicl e stopped or parked upon a highway shall be so stopped or parked with th e wheels of such vehicle paralle l to the roadway and with in 12 inch es of any existing right-hand curb . - Obedie nce to angle-parking signs or markings: U pon those streets or in those parking lots wh ich have been signed or marked by the Traffic En gineer or Director of Public Safety for angle parking, no person sha ll stop, stand or park a veh icle other than at the angle to the curb or edge of th e roadway indicated by such signs or markings , and no person shall stop, stand or park a ve hicl e except completely within such pavement markings as may ex ist. - Unattended motor veh icl e: No person having control or charge of a motor vehicl e shall a ll ow such vehicle to stand on any highway or in any parking lot unattended with out first e ffectively setting the brakes thereon and stopping the motor of said veh icl e and when standing upon any grade without turning the front wheels of such vehicle to the curb or side of high way; nor sha ll any person leave any motor vehicle unattended upon any street or in any parking lot without removing the keys from the ignition of said veh icl e . - Parking not to obstruct traffic: No person shall park any veh icl e upon a street or in any parking lot in such a manner or under such conditions as to leave available insufficient width of the roadway for free movement of vehicle traffic or so as to requ ire vehicles operating upon the roadway to leave their assigned traffic lan e in order to pass such parked veh icl e . - A vehicle starting from a parked position sha ll g·ive moving veh icl es the right-of-way and the operator of such ve hicl e shall give a timely and visib le warning sign al before so starting . - A vehicle parked at an angle to the curb and about to start shal l give moving ve hicles the ri ght-of-way and the operator thereof shall not back such veh icl e from the curb into the moving lane of traffic unless such maneuver can be made in safety and without conflict with moving vehicles, and shall not back such ve hicl e to cause other traffic to yield right-of-way to avoid a co llision . - Whenever a vehicle is parked upon a street or highway during the hours between o ne-half hour after sunset and one-half hour before sunrise, and at any oth er time when there is not sufficient li gh t to render clearly dis cernible persons a nd ve hicl es on the highway at a distance of 500 feet ahead, th ere shall be displayed upon the left side of such vehicle one or more lamps which shall ex hibit a white light on the roadway side visible from a distance 28 39.07 of 500 fe et to th e front of the ve hicle and a red light visible from a distance of 500 feet to the rear . - Any lighted headlights upon a parked vehicle sha ll be depressed or dimmed . - Proh ibiti ons (no signs required) : No person shall stop or park a vehicle, except when necessary t.o avoid conflict with other traffic or in comp li ance with Jaw or the direnions of a public safety officer or traffic-contro l d evice , in any of the following places: On a sidewalk; .099 - Wit hin 50 feet. of the nearest rail of a railroad crossin g; .0910- Within 20 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any lire station within 75 feet of said entrance when properly signposted; .0911- Alongside or opposite any street. excavation or obstruction when such stopping, sta nding, or parking would obstruct traffic; .0912- On the highway side of an y vehicle stopped or parked at the edge or curb of a street.; .0913- Upon any bridge or other elevated structure upon a highway or within a highway tunnel; .0914- Within 200 feet of an accident at which public safety officers are in at tendance; .0915- In front of any theater; .0916- In any place or in any manner so as to block immediate egr ess from any emergency exit or exits consp icuous ly marked as such on buildings; .0917 - . 10 . 11 .12 . 13 In any place or in any manner so as to block or hamper the immed iate egress from any fire escape consp icuous ly marked as suc h providing an emergency means of egress from any building . - Motor buses, for the purpose of taking on or discharging passengers, may be stopped at the places designated in Sections 39.092 , 39.094 a nd 39.096 of this ord inance, or on the hig·hway side of a vehicle illegally parked in a legally designated bus loading zone . - No person sh all move a vehicle not lawfu ll y under his contro l into any such prohibited area or away from a curb suc h distance as is unlawful. - No person sha ll drive a motor ve hicl e or park such vehicle upon the grass or over a curb or beyond the designated highway wid th or off the shou ld er of a highway unless otherwise directed to do so by a public safety officer . - Prohibition s and restrictions (signs required): No person sha ll sto p , stand, or park a ve hicl e , except when necessary to avoid conflict with traffic or in comp liance wit h law or the direction of a public safety officer, in vio lation of any legally established parking restriction or prohibition , pro vid ed th at signs stating such restrictions or prohibitions are duly posted in accordance with this ordinance. 29 39.14 .14 No person shall park a vehicle upon any street for the principal purpose of: .141 .142 - Washing. polishing, greasing, or repairing such vehicle, except repairs Displaying such vehicle for sale; necessitated by an emergency; .143 - Displaying advertising; .144 - Selling merchandise from such vehicle except in a duly established market place, or when so authorized or licensed under this ordinance; . 16 .145 - Storage for more than 48 continuous hours . . 15 - No person shall park or store mobile homes, trailers, boats or similar property in other than areas designated and posted for such purposes . - Alley, No person shall park a vehicle in a public alley, except when authorized by signs posted at the direction of the Traffic Engineer, nor shall he stop or stand a vehicle in a public alley except while actually in the process of loading or unloading a vehicle . - Metered parking zones: . 17 .171 - When parking meters are erected adjacent to a space marked for park ing, such space shall be a metered parking zone and no person shall stop a vehicle in any such zone for a period of time longer than designated on said parking meters upon the deposit of a coin of the United States cur rency of the denomination designated on said meters on any day except Sundays and legal holidays as defined herein, except government-owned vehicles shall be exempt from the payment of the meter fee; .172 - Every vehicle shall be parked wholly within the metered parking space . 18 . 19 . 20 .21 for which the meter shows parking privilege has been granted . - When parking gates are installed to restrict use of a parking area or parking lot, no person shall use such area without depositing the coin of United States currency of the denomination designated on said parking gate and according to the operating instructions designated on the parking gate . - No person shall drive or attempt to drive a vehicle through parking lot entrances or exits controlled by parking gates except in the manner posted and indicated by the nature of the operation of the parking gate . - No person shall drive or attempt to drive a vehicle into a parking lot through the "exit" side of the parking gate or drive a vehicle from a park ing lot through the "entrance" side of the parking gate unless directed to do so by a public safety officer. - No person shall by any means whatsoever cause or attempt to cause the mechanism of a parking gate to operate unless that person shall be driving a vehicle through a parking lot entrance controlled by that parking gate and then shall cause the mechanism to operate in only its normal and in tended manner and as provided elsewhere in this section . - Loading and unloading only: . 22 .221 - Standing in passenger loading zone: No person shall stop, stand, or park a vehicle for any purpose or period of time except for the expeditious loading or unloading of passengers in any place marked as a passenger loading zone during hours when the regulations applicable to such passen ger loading zone are effective and then only for a period not to exceed 5 minutes; .222 - No person shall stop, stand or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pick up and loading of materials in any place marked as a freight loading zone during hours when the provisions applicable to such zones are in effect; .223 - The driver of a vehicle may stop temporarily at a place marked as a 30 39.223 freight loading zone for the purpose of and while actually engaged in load ing or unloading passengers, when such stopping does not interfere with any motor vehicle used for the transportation of materials which is waiting to enter or about to enter such zone . - Stopping, standing or parking of buses and taxicabs regulated: The operator of a bus or taxicab shall not stop, stand or park upon any street in any business district at any place other than at a bus stop or taxicab stand, respectively, except that this provision shall not prevent the operator of any such vehicle from temporarily stopping in accordance with other stop ping, standing or parking regulations at any place for the purpose of and while engaged in the expeditious unloading or loading of passengers . - Restricted use of bus and taxicab stands: No person shall stop, stand or park a vehicle other than a bus in a bus stop or other than a taxicab in a taxicab stand when such stop or stand has been officially designated and appropriately signed, except that the driver of a passenger vehicle may tem porarily stop therein for the purpose of and while actually engaged in the expeditious loading or unloading of passengers wh en such stopping does not interfere with any bus or taxicab waiting to enter or about to enter such zone . - In any proceeding for violation of the parking provisions of this or dinance, the registration plate and/or university permit displayed on such motor vehicle shall constitute in evidence a prima facie presumption that the owner of such motor vehicle was the person who parked or placed such motor vehicle at the point where such violation occurred . - No parking tow-away zone: The Traffic Engineer or Director of Public Safety may establish temporary or permanent "No Parking" zones in which, by posting of ''Tow-away Zone" signs, vehicles parked in violation may be towed away and impounded. . 23 . 24 . 25 . 26 40.00- Miscellaneous Rules .01 - Driver's license: No person shall drive any motor vehicle upon a street within the boundaries of Michigan State University unless such person is licensed as an operator or chauffeur as required by Michigan Vehicle Code, Act 300, Public Acts of 1949, as amended . . Oll - Every operator of a motor vehicle shall at all times have in his immedi ate possession when driving a motor vehicle his operator's or chauffeur's license. The certificate of registration shall at all times be carried in the ve hicle to which it refers or shall be carried by the person driving or in con trol of such vehicle. Such permit tag is to be made of metal or other durable compos itio n and sha ll be iss ued by the Michigan State Uni versity Department of Public Safety a fter acceptance for filing of the appli cation for a permit. Eac h owner or owners of a bicycle sha11, upon receiving a permit tag from the Department o f Public Safety, cause the same to be affixed in a conspicuous place on the bicycle covered by sa id permit , pro vided, however, that th e Michigan State U niversity De partment of P ubli c Safety ma y, in th e ir discretion, designate the particular place on each bi cycle wh e r e th e permit tag shall be disp layed by th e owner or owners thereof. Any public safety officer is hereby authorized on reasonable grounds shown to stop any motor veh icle and in spect the same, and if an y defects in equ ipm e nt are fou nd , to arrest the driver . - Impound veh icl es. Members of the Department of Public Safety are hereby authorized to remove a veh icl e from a street, highway or parking area to the nearest garage or other place of safety, or to a garage desig nated or maintained by the Department of Publ ic Safety, under the circum stances hereinafter enumerated: . 03 .031 - When any vehicle is left unattended upon any bridge, viaduct or cause way, or subway where such vehicle constitutes an obstruction to traffic; .032 - When a vehicle upon a highwa y is so disabled as to co nstitute an obstruc tion to traffic and the person or persons in charge of th e veh icle are by reason of physical injury incapaci tated to such an extent as to be un able to provide for its custody or removal; .033 - When a ny ve hicl e is left unattended upon a street or parking area and is so parked ill egally as to constitute a definite hazard or obstruction to the normal movement of traffic ; .034 - When a vehicle is found being driven upon the streets and is not in prop er condition to be driven; .035 - When a vehicle is left unatte nded upon a street continuously for more than forty-eight hours and may be presumed to be abandoned; .036 - When the driver of such vehicle is taken into custody by the Department of Publi c Safety and such ve hicl e wou ld thereby be left unattended upon the street; .037 - When removal is necessa ry in the interest of public safety because of fire, Rood , storm, snow or other emergency reason; .038 - When any veh icl e is left un attended in any parking area under such circumstances as to be presumed to be abandoned; .039 - When a n y veh icl e is found in vio lation and where it is d e termined that there are three or more outstanding violation citations against the same ve hicl e.
