An inflationary adjustment of $24 million was necessary to cover rising salaries and wages, fringe benefits, supplies, equipment and utilities, Roger Wilkinson, vice president for business and finance, said. The remainder of the budget increase reflects an at tempt to make up for the inadequacy of aid in the past, Wilkinson added. "Ten years ago," he said, "higher education in Michigan received 20.7 percent of the state's budget." Higher education received 17.6 percent in the 1978-79 fiscal year. "This year over 4.4 percent of the total funds appropriated for higher education were earmarked for support of private higher education," Wilkinson said.
