EDITORIAL POLICY UTAFITI is a journal of the Faculty of Arts and Social Sciences of the University of Dar cs Salaam, devoted to articles and research information on Tanzania and East Africa primarily, and on development in the Third World and elsewhere in general. Our subject is to explain what takes place in our environment, why and how, the achievements and problems in various development efforts, and research in- sights into possible problem-solving alternatives. UTAFITI cuts across disciplinary boundaries and we would rather not be bound by the narrow confines of disciplines. We thus have had articles on themes and topics in geography, history, economics, technology, education, development planning social administration, literature, social, statistcs, law, to mention only a few. People of different ideological stand-points have had occasion to argue out their positions and cases, and we do welcome such healthy debates. Naturally the journal has tended to lean towards the socialist line of approach, but even within that approach there is no monolithic control of ideas and interpretations. INFORMATION TO AUTHORS: Articles should be double spaced and not more than 5,000 words. In the body of the text all paragraphs should be indented by five spaces and all quotations longer than 1^ lines, and not in continuous text should be indented ten spaces. Quotations in continuous text shonld be in double quotation marks. Avoid more than three types of headings and subheadings. Tables, charts, graphs, and maps should be placed on separate pages and should preferably be sent in original or camera-ready copy, suitable for offset reproduction. All footnotes and references should be numbered consecutively throughout the article and placed at the end of the article. Presentation of notes and/or bibliography must be standardised as follows: for books: author's name and initials; title (underlined); place of publication; publisher; year of publication; page references (for notes); for articles: author's name and initials; article title in double quotation marks; journal title (underlined); volume and issue number, date; page references. The author is requested to send at least two copies of the article. Articles are published after the decision of the Editorial Board, although the inclusion of any article does not indicate the Board's approval of the views expressed therein. 10 offprints of each article and a complimentary copy of the issue will be supplied to the author.
