Editorial Policy UTAFITl is a joumal of the Faculty Arts and Social Sciencea of the Univel'llityof Dar es Salaam, devoted to articles and research information on Tanzania and East Africa primarily, and on developments in The Third World and e1sewhere in general. Our subject is to explain what takes place in our environment, why and how, the achievements and problems in various development efforts, and research insights into possible problem-solving alternatives. UTAFm cuts across disciplinary boundaries and we would rather not be bound by the narrow confmes of disciplines. We thus have had articles on themes and topics in geography, history, economics, technology, education, development planning, social administration, literature, statistics, and law, to mention only a few. People of different ideological stand-points have had occasion to argue out their positions and esses, and we do welcome such healthy debates. Naturally, the journal has tended to Jean towards the socialist line of approach, but even within that approach, there is no monolithic control of ideas and interpretations.
