Noel Gayer speaks to Congress in favor of SALT II
Admiral Noel Gayler, former director of the National Security Administration, testifies before Congress about the proposed second Strategic Arms Limitations Treaty. Gayler responds to a question by Senator Joseph Biden (D-DE) about the supposed lack of specific language regarding the ban of the Tupolev Tu-22M backfire bomber produced by the Soviet Union. Gayler says a treaty limitation on the production of the backfire bombers has no bearing on the passage of the treaty as a whole, and speculation of a nuclear attack should not hold sway in the debate of the treaty.
