U.S. President Bill Clinton signs the Small Business Job Protection Act of 1996

President Clinton signs the Minimum Wage Bill. He uses the desk of Frances Perkins, the first female cabinet member, who, in 1938, put through legislation guaranteeing the first federal minimum wage of 25 cents per hour.
