George Bush announces ecological and economic programs to help those affected by the Exxon oil spill in the Prince William Sound in Alaska

President Bush also answers questions from reporters. He says he will not federalize the expense of the oil spill, but will send the clean-up bill to Exxon. Armed forces personnel will also be sent to help.
