         President George W. Bush gives a speech at a National Endowment for Democracy event.  President Bush speaks of the war on terrorism, especially against Al-Qaeda.  Bush says, "Against such an enemy there is only one effective response: We will never back down, never give in and never accept anything less than complete victory."
