U.S. Secretary of State Rex Tillerson speaks at a joint news conference with Japanese Foreign Minister Fumio Kishida about both countries challenging North Korea's nuclear development program. Tillerson says that after 20 years of failed diplomatic efforts to stop North Korea's nuclear development it is time to develop a new approach.
