U.S. President George Bush speaks about reducing American military presence in Europe

U.S. President George Bush says the United States is willing to reduce weapons and troops in Europe if the Russians will agree to parallel reductions. He speaks at Portsmouth, New Hampshire on his return from NATO meetings in Europe.
