U.S. President George W. Bush talks about his plan of withdrawing troops from Iraq and the changing relationship with Iraq
President George W. Bush gives a prime-time address presenting his strategy for gradually moving U.S. troops out of Iraq. He describes recent attacks on the al-Anbar province, the successful U.S. aid that followed, and the region's new strength against the brutality of al-Qaida. Bush says that eventually U.S. troops will shift from leading operations, to partnering with Iraqi forces. He says Iraqi leaders have asked for "an enduring relationship" with America. This means, he says, that the American presence in Iraq will stretch beyond his presidency and will require continuing U.S. financial, military and political support.
