U.S. President Ronald Reagan begins with a prepared statement announcing the severance of all U.S. business ties with Libya and calling for all U.S. citizens to leave Libya because he has evidence that Libya is a service and training area for airport terrorists; says the U.S. has foiled 146 terrorist plots in the past year; and states that if economic sanctions are not effective he is prepared to go further.
