President Barack Obama speaks before signing the Children's Health Insurance Program (CHIP) legislation. CHIP will continue coverage for 7 million children, cover an addition 4 million children in need, and lift the ban on states providing insurance to legal immigrant children. As Obama sees it, "providing coverage to 11 million children is a down payment to [his] commitment to cover every single American."
