MOTIONS AND RESOLUTIONS. Bro. W. J. Beal read the following preamble and resolution: WHEREAS, The conferring of the fifth degree without expense by the State Grange tends to weaken the Pomona Granges by keeping many persons from joining them; and, WHEREAS, These Granges can, if well sustained, accomplish valuable work for the Subordinate Granges within their jurisdiction; therefore, be it Resolved, That our Delegates to the National Grange be instructed to use their influence to have the Constitution so changed that none but members of the State Grange can receive the fifth degree without paying the fees usually charged for joining a Pomona Grange. The resolution was, on motion, adopted. UNFINISHED BUSINESS The report of the Committee on Publication was taken up, and on motion of Bro. C. G. Luce, adopted. The preamble and resolution introduced by Bro. J. W. Beal, in relation to the Agricultural College, and the legislative appropriations, was taken up, and on motion, adopted. Bro. H. D. Platt addressed the Grange, giving particulars of the "Patent Gate Swindle" prosecutions. The regular order of business was resumed, and Bro. C. L. Whitney concluded the reading of the report of the Committee on State Grange By-Laws: FULL REPORT OF COMMITTEE ON STATE GRANGE BY-LAWS. Worthy Master and Fellow Patrons: Your Committee have instructed the chairman to report the following, as the compiled and amended By-Laws of the Order in this State: BY-LAWS OF THE MICHIGAN STATE GRANGE, As Amended at the December Session, 1879. ARTICLE I. TITLE. This organization shall be known as the Michigan State Grange, of the Patrons of Husbandry. ARTICLE II. RELATION TO NATIONAL GRANGE. In all its acts the Michigan State Grange shall be subject to, and controlled by, the Constitution, Laws and Regulations of the National Grange.
