Groep Bijzondere Opdrachten (GBO) was a special police unit in the Dutch city of Arnhem. The police unit also became explicitly involved in the squatter riots of the 80s. The poster is a satirical advertisement for this police unit made by the Arnhem squatter movement in 1982.
